My friend Paul has a cool service called Wonderproxy that lets you test and develop GeoIP-based apps without the normal headaches. If you need to simulate remote, international traffic, you should check it out.
I might be able do more for the PHP Documentation as a more active member of the PHP.net website team, as I was pretending to be able to do with trying to handle too much with both of these projects. We will see. Livedocs rules :)
